Shaping a Care Association for Norfolk

The History of NorCA


A market engagement exercise conducted by Norfolk County Council (NCC) in 2016 highlighted the need for a way of working with social care providers in Norfolk that was inclusive with full buy-in from the independent sector. One option was an umbrella association with transparent governance and accountability. A ‘Shaping a Care Association for Norfolk’ Executive Steering Group was set up to oversee and guide a consultation. The membership was extended early in the consultation in response to feedback to include health and the voluntary, community and social enterprise sector.


The overall objective of this consultation was to investigate the purpose and priorities of a Care Association for Norfolk and to consider what form it might take so that it could be fully inclusive. The intention of the consultation was to ensure that a Care Association was something that providers felt would have value.
